SDG&E’s La Honda and Lincoln Replacement Project – Pipeline Safety Enhancement Plan (PSEP)

On December 20, San Diego Gas and Electric Company (SDG&E) began construction on the La Honda and Lincoln Replacement Project in the City of Escondido and County of San Diego. The natural gas pipeline safety project will install 1.6 miles of 1949-vintage pipe near Daley Ranch along La Honda Drive, El Norte Parkway, and end along Lincoln Avenue at Midway Drive. Over the next several weeks to several months, construction crews will be working along La Honda Drive. Construction work zones for pipe installation will typically be approximately 1,000 feet long.  On an average day, about 120 feet of pipe will be installed in the trench.

This notice is to inform you that reduced traffic lanes may be necessary along La Honda Drive just south of the entrance to Daley Ranch south to Dublin Road ReLocation:

Workdays:      Monday – Friday

Time Frame:   December 20 – February 18 

Hours:             7:00 a.m. – 4:30 p.m.

*Subject to City approval, hours may be adjusted to facilitate safe and efficient construction and/or address community needs.  Traffic control will be set up and flaggers present during these activities.  Residents and businesses along La Honda Drive will have in and out access during this time.  Please follow the direction of traffic control signs and flaggers as detours are subject to change depending on the location of construction activities.  Please plan accordingly and anticipate delays.   Noise associated with this work will be minimized to the extent feasible.  Every consideration will be made to ensure safety vehicles have immediate access and evacuation routes will remain open to all residents in the event of an emergency.

Current work activities consist of pot holing, saw-cutting and excavating the trench to prepare for the pipeline replacement. The pipe will contain a special coating that will protect it from corrosion. Once the pipe is installed, it will be welded and x-rayed. Once that is complete, additional pipeline safety features will be installed in the trench, including a yellow warning mesh to prevent accidental dig-ins and fiber optic technology that will detect leaks, intrusion and ground disturbances and alert us immediately. Restoration and repaving activities will finalize the project’s construction.
